Eligible papers should have been published in a qualifying journal’s final 2019 issue or in an issue printed and circulated prior to November 15, 2020. The paper's subject matter should focus on an aspect of environmental, water, energy, natural resources, land use, disaster, climate change, or agricultural law. The competition is only open to full-time professors.

The contest scoring system focuses primarily on a paper’s quality and originality of analysis (20%) and potential for real-world impact on policy developments directly related to environmental sustainability goals (80%).
